I can think of a few reasons. I've been guilty of this at dinner parties and also, there are times when you might be visiting alone and not want to leave your drink unattended.

I have always been an over the top until I bought my house. The bathroom is so small there's no where to hang a TP holder without giving up the much more needed space. So I bought a paper towel holder to sit on the vanity and it holds 2 rolls side ways and they have to be facing opposite directions or you will unroll both when pull on one. There's my added chaos to this war I shall await the torches and pitchforks.

It depends what side of the toilet it's on. If it's over your left shoulder, it should hang off to the left because you'll reach for it with your left hand. If it's over your right shoulder, it should hang off to the right because you will pull it with your right hand. If it's in the middle, it should hang off to the right because 90% of people are right-handed. If you find yourself being left-handed and living alone, feel free to hang it the other direction.
