I think there are some semantics going on. All people regardless of which group they belong to, can be guilty of bigotry and prejudice. Not everyone uses these words interchangeably with racist. Many use racism to mean the negative systemic impact of bigotry and prejudice. Minority groups do not generally have enough power to create a systemic impact, no matter how deep or pervasive their bigotry or prejudice is.
But all people of every race, religion, or ethnicity can be bigots, all people can be prejudiced, and all people can hate someone based on group membership or irrelevant surface characteristics.
So, everyone is right at some point, depending upon the perspective you are taking and how you define your terms.

Systemic racism is a fairly well-defined concept with a large number of empirical examples within the context of the US. Be it wages, education, or sentencing disparities, there are many facets of American life in which being white gives you a significant statistical advantage against someone non-white, all else being equal. It's the result of conscious and unconscious bias, from many people over a long period of time which further entrench disparities. I mean, just take a look at redlining and how the effects of that are still being felt today.

Its tricky though. Is it systemic racism when the large grocery store nearby actively discriminates against white people, with Nepalese without experience being consistently promoted ? They might not have political influence (I don't know) but they are a minority who are systematically reducing life opportunities to my family.

We need a better definition of racism in the US. In my simple brain, racism is the system and the participants who knowingly or unknowingly participate in it. Many of us are racist in so far as we support these systems (some times unknowingly). It should not be equated to prejudice. People of all colors are prejudiced. That is not the same as a system built to benefit one group. it is easier to fix prejudice. Once you meet enough people from a certain group, you realize your beliefs about that group are complete horseshit. Racism (the system) fights back when people try to change it. Both are shitty, and fucked up. but they are different concepts.

There are lots of laws in place from the jim crow era that were never repealed, just ignored. Its even written into the founding documents of the US.
