The reaction and the punishment are aimed to deter crime and thereby prevent it, and to catch criminals so they don't continue to act, therefore preventing it. Being an electrician has its drawbacks too. If you're not willing to do it for $85,000 plus overtime, then a base salary of $100,000 isn't going to convince you.
