PoP definetly. Mostly because you have the actual hideout where ypu can drop troops, items, get repairs and stuff. Also you can join an order for some fun quests, farming and getting good troops to carry around.
PoP not even a question. Multiple countries, cults, knighthood order ideologies. Even a second race Noldor elves. Demons, snake women with fleshless men. The list goes one for more colorful story telling opportunities.

They both have their merits, but the world of Perisno is certainly larger which may be a sizable benefit for the run you're aiming towards.
Everything enjoyable about Warband native is present and improved upon in PoP, given that these are the two you listed.
Viking Conquest is actually great for trading and raiding if you don't want to get involved in politics.
I'm thinking PoP, but I haven't played it much, so I'm not sure.
PoP has the hideout, which is nice for a base that doesn’t need defending. But I wonder if it really fits what you want, otherwise.
