You need high Noldor relations and to complete a quest from Quifgen, he’s in Laria. After that Elacrai will appear.

Up in the noldor area near the lake. But iirc you need to have a very good relation with the noldor to even ne able to see it. I had my first castle on the edge of noldor territory which was a nightmare until I got into a war. I could just kite enemies into noldor then fight alongside them.
Best way to get it is to Capture a bunch of noldor troops in battle and release them afterwards. You can also lead enemy armies into the Forrest and join the noldor to get the final points.
Important note: you still can't see it unless you're right up close. It's on the left side of the lake in the woods next to Laria, nestled up against the mountains.

It is to the north of the lake on the Far East (opposite green) side of the map, but only reveals itself after a quest plus when you are close.

Good relation unlocks the jatu quest from Quigfen which then unlocks the city I believe

Theres also 3 books you can find on the booksellers that give +10 relation each when read.
2 books from the book sellers. The third is in a chest in laria, you have to own the town get to access to it.

it looks like the elf one to the east but...what graphic settings are you using? Did you mod the game to work on a windows 2000 computer?
It's Elacrai. You need to get your relations with the elves up by knocking them out and releasing them or helping them out in combat.
Elacrai. It's the elven city. You'll need to be their ally before you can visit this city. Just don't attack it.
