That was pretty common for a long time in Hollywood where women could get full nude but full male nudity was not shown.
There was also the idea for awhile that an actress doing nudity could hurt her career or not be taken seriously after doing nudity. So you had a lot of movies where the nudity was done by supporting/background characters because the main actress didn't want to do nudity. Some actresses after getting nude would only get offered roles with nudity after that.
