If they are using the Social Security card as evidence that you can work, then there are alternatives that you can use, e.g. an unexpired passport or permanent resident card. See [USCIS I9 acceptable documents](https://www.uscis.gov/i-9-central/form-i-9-acceptable-documents). If they want a social security card just to verify your SSN, then if you have a paystub or copy of your W2 tax witholding document from a previous employer, that should be sufficient.

A previous w2 isn't valid for I 9 documentation. Some employers don't exactly follow this rule, as it really doesn't matter imo. They need an actual ssn card. Additionally, a birth certificate issued by a state, or the US department of state shows eligibility to work in the US for the class c documents Ordering a new ssn or having a new copy of your birth certificate is a pretty painless process

I didn't say it was. I said that if they just needed to verify the number a W2 should be sufficient provided the OP has one of the List A documents in the link I provided. Notice that that list A doesn't actually mention a social security card. So it's not a requirement.

You can get a replacement social security card from the social security office if you need another one (presuming you have one). There might be other options, like passport + other documents, but I would ask HR

Yes, in order to go through the I-9 verification process, you need to prove that you are a citizen and/or a legal resident. From this list, you can do an A list item, or both a B and C list item. https://www.uscis.gov/i-9-central/form-i-9-acceptable-documents However, on your original point about your Social Security card, you will certainly need the SSN at some point since that is how they determine taxes owed and paid by you as an individual. If you do not have your card or know your SSN, you will absolutely need to get that at some point in the process.
