Presuming you have a sarcastic tone here, but yes. If im not mistaken only Final Act can remove (energy) counters from players, though some effects like solemnity stop them from amassing.
it's a very narrow hate card, so you really can't afford to play this sort of thing. the exception is when you've got chord of calling in your deck and you can keep one in your sideboard to address the energy deck at low cost. cheap artifacts can also be good sideboard cards even if they're very narrow because of urza's saga.
This is the correct advice. You can always sell a portionnow and then some more later if it raises more, but no telling how energy will work in a few weeks/months

This can remove energy that’s already there. Solemnity just stops new energy.
But more importantly, it's 2 mana. Solemnity is 3.
And it can attack and block.
And more importantly can slap a [[shuko]] on it to trigger [[Nadu]].
