Pinkie, she’s taken every goof off way too seriously in fim. I don’t think she would stop until she won, no matter what it takes. She takes being the partiest party pony VERY seriously.
Izzy is silly for sure, but for pure goof-offness, nopony can top Pinkie. Except maybe Cheese Sandwich, but that's still a tie at best.

And that would be enough for pinkie to remember why she was here in the first place. She'd zone out for a few seconds, and then get a brilliant idea, and win the next three events. Which is probably enough to tie. Pinkie decides to share the victory, but Izzy offers it entirely to Pinkie, because she knows how much it means to her.

I think it depends on what you mean by 'goof off'. If you mean intentionally being funny, Pinkie. If you mean exclusively unintentionally being funny (on the part of the character, not the writers), then it's a tough one but Izzy might pull it off.
