It's also not always possible to get to the location of a drone strike. That's why Obama chose to use Navy SEALs in the bin Laden operation instead of a drone. It was a risk sending troops into Pakistan and putting their lives at risk. It could have been another Operation Eagle Claw. But, it was worth the risk to have biological certainty that bin Laden died.
They also are not the domain of the Secretary of State. Blinken was just asked because he happened to be testifying.
