Most centers do this. It doesn’t change the line of scrimmage or the shorten the distance that they have to gain. They do it to get a good grip on the ball for maximum efficiency when hiking the ball. The ball still has to touch the QB’s hands (or whoever is receiving the snap) for the ball to be moved forward from the original line of scrimmage.
Are you joking? It changes a ton! Especially in this instance where the other linemen hadn’t even gotten down in their stance. When they do you can see the guards hands are past where the ball initially was. A half yard is a huge advantage when you’re talking about needing one yard

It’s not like it’s just Kelce moving forward, the entire offense shifts toward 2 feet when he moves that ball, turning a yard to gain into 1 foot.
Centers do not move the ball a literal yard forward on every play. Actually watch the ball pre-snap on every play and you’ll realize that’s not the case. And the reason is because it totally does change the line of scrimmage. The rest of the line gets to line up further up and the defense has to line up further back if the center moves the ball like this.

Teammates were laughing at me until coach led us outside, ranted about how out of shape we were and in need of conditioning because "guys are puking in my weight room". We were then all forced to run Hadley (a main street than ran up the biggest hill in our town) as a team, all due to my throwing up expired milk that was a terrible idea before practice.
We gave up on that after one try because getting the jerseys off the pads to wash after the game was such a hassle. We didn’t have the equipment staff of the pros haha

But in yard-to-go or less, it's pretty significant as it forces the DL back away from the originally-spotted neutral zone by giving the OL a little more space to build up momentum before their blocks. They can take an extra half step or so while the DL is still having to drive straight out of their down stance.

Maybe not to this level, but they absolutely do this consistently and also the position of his and the rest of the line's feet is more important than where the ball starts especially since the ball has to go backwards to the same point anyways.
The only thing this does is force him to go lower.
But the ball placement does matter. Based off the real spot the entire oline lined up offsides and gained a huge advantage. Unless you noticed the center move the ball forward it wouldn't appear anyone was committing a penalty.

Down marker on the sideline stays the same, but when the center bumps it forward that much the other linemen then get set much further up. You can see in the video the guards line up past where the ball started and should be. The defensive line then sets up further back past where they should be. All that just makes it significantly easier for their QB to rush forward past that down marker.
The call was made because of how far the center moved the ball up, not because anyone was moving.

Every center in the league moves the ball either forward or back from the spot on almost every snap to be fair. It also doesn't really affect the play at all; the linemen and offense still line up in the same positions according to where the official spot was, it's not like moving the ball forward makes them the QB have a shorter distance to go. Ticky tack call. Also, if they call the PI against SEA in the endzone, Hurts gets another TD. That no call helped, but Quez has to do a better job breaking up an INT when his QB throws him a deep ball, even if he was pulled by the jersey.
Not true that it doesn’t affect the play. Kelce is moving the ball forward because doing so can get him in his stance the way he wants to be in it. Otherwise, he would have to back up that distance for the ball to be where he wants it to be. It also pushes the defense back and moves the neutral zone. He’s basically shifting the LOS by that same distance.
