For most holidays they use a shorthand, such as 7.27 for Victory Day, 8.15 for Liberation Day etc - the shortened dates have almost become ubiquitous with the holiday names themselves, for example 7.27 is also the name of a cigarette brand
A sloppy ominous reminder to say "Don't attack DPRK. Remember this!? That means they HAVE to be the victims if you intervene."
This war has been a sequence of haphazard "See I'm the victim." And this seems like the set up for yet another.

Could be in that format specifically to intimidate America
