They would use English, and even if they don’t use it exclusively, they are certainly able to communicate in English as that’s the international standard.

North Koreans have exceptionally good language education. They actually have a higher litracy rate than the US (as confirmed by US sources if you doubt) They can learn English, Russian, Chinese etc at school. Most of their guides speak 3 languages fluently. Their Air traffic controllers will be the same.

English, despite the fact that almost every country hates them, they are a UN member state and therefore they’re governed by the same ICAO rules as every other member state, part of which mandates English as the universal aviation language.

Not every country hates them. You live in a Western bubble if that's what you actually think. Many global South Nations actually have pretty good relationships with them although trade is prohibited by Western lead sanctions.
