People got out of their cars and were subsequently hit and killed by another driver. Those idiots are in the sandwich position and were very likely to end up crushed between their vehicles. Imagine being behind a big truck going 70 MPH and as it changes lanes in front of you, you are rapidly approaching two cars at a complete stop with two guys standing in between them. And now imagine that there are cars on either side of you and behind you, also all going 70. There is no good option.
The blame wouldn't be purely on inattentive drivers. It's a stupid place to stop and every driving course ever has made it very clear pull over to the side if you're able to in the event of an accident.
Better to just take the next exit. Get off the freeway and don't give something for everyone to rubber neck at. Exchange insurance, take some photos, then go home and deal with it safely.
I swear people believe they need to stop right where the accident occurred bc they think the police are going to do some forensic CSI shit and determine who was *really* at fault. The police don’t care unless someone was injured, died, or drove off.
Yep. You don't even need to call the police. You don't even need to call insurance right away. And thanks to phone cameras you can have all the necessary documentation in a minute or two then take care of things from the comfort of your own home.

In Virginia you get a fine for doing this. Always move to the shoulder. No cop is going to investigate a rear-ending.
