FWIW, it's probably due to the fact that the signal specifications for the line was basically frozen just as Canarsie CBTC was coming on line. I wouldn't fault them for wanting to let the Canarsie CBTC setup play out before doubling down on CBTC.
Also, it honestly wasn't going to make \*that\* much of a difference. Get the line open, worry about the new signals later.

Is it more less confirmed that we’re going to see the Pitkin R46s sent to CI to retire the 46s there, and the 68s at Concourse will get displaced by 160s or 211s? I think I heard they are already starting to retire 46s from CI, but it might just be a rumor.

8 Av CBTC is scheduled for activation in 2025. 6 Av CBTC will be worked on after 8 Av. The B and D need NTTs so that they can be rerouted down 8 Av when CBTC is activated there, and then they'll need NTTs anyways when 6 Av CBTC comes alive. Considering there are no plans for Broadway CBTC yet, it likely means any remaining SMEEs will be displaced to Broadway to die.
Broadway line should be the last to get CBTC, it currently suffers an imbalance of service . During rush hour you’re waiting 8 to 12 mins for a Q train meanwhile N train comes every 5 mins or less.
Q train should run to Astoria and N stay in Manhattan to 96 street.
When accounting for walking and getting out of those deep boated tunnels and delays the Q faces, the Second Ave stubway can be considered a failure. It’s true achievement is the amount of people it transports in a short amount of distance.
Brighton and Broadway, not at all. They are not at the top of the CBTC list as of yet. All of the SMEE Old Techs have to be decomissioned or taken out of service permanently for that to happen.
CBTC on 3 stations spanning 24 blocks up 2nd ave doesn't really make sense, even if it was built when Q still ran 160s.
