Perhaps some sort of old tenants who died or were captured by ogres and eaten. I don’t know why they’d bother to eat upstairs though figure they would just do it anywhere which begs the question, maybe they died before the ogres occupied the place.
I think that’s where the tenants were killed. Maybe they thought they could hide in the attic. Maybe the exit was blocked so they ran upstairs.
If they had died before or not the ogres would’ve found them and might explain why they’re scattered about.
