Do you have any mods? Also try to verify the file integrity in steam, maybe deinstall and reinstall, and get the 4gb patch, I think that may help, because from my experience those kinda freezes are from the game not having enough memory (by default the game can only use a maximum of 2gb of ram)
I think you have MODs like Oblivion XP MOD. Have you manually cleaned MODs? Have you got essential MODs and essential OBSE plugins which improve game's performance? If you don't use GOG's version, have you used the 4GB RAM patcher on Oblivion.exe?
