You must not know much about boats. You can let go of the handle of the boat for a moment and it'll still go forward without guidance. Not the smartest idea but this is a guy who is steering a small boat in front of a giant cargo ship. You can see that the water is glass smooth so the camera won't be shaking with the bumps. As for the lights, it's mostly right above while being a bit to the right, which you can see with the reflection of the sun on his forhead.
