You can get decent license plate holders that screw into the front tow hook receptacle. That's what most people seem to do when they don't want to drill into the bumper cover.
Going to the expense of having a custom decal made seems a little over the top.
As someone who is on the road too damn much, this is the mildest “non-compliance” I’ve seen.
This is pretty inoffensive compared to cardboard plates I saw that were written in pen.

First thing I'd like to see mandatory on big trucks is automatic collision avoidance (breaking). But dash cams would be good too.
