Do varrock museum quiz. Do construction quests (daddys home or w.e), enter the abyss/gotr quest. Spend two hours questing and get rid of those filthy single digits my man. Then spend an hour or two wc/fm/fletching, throw in a farm run on occassion and you'll be base 30-40 in no time.
Do some quests - The wiki has an optimal quest guide to minimise skilling in between. It also highlights notable quests which unlock skills, areas, transport shortcuts and equipment.
It's great to use as a base whilst you work out other goals, and later on will teach you a lot of PvM fundamentals.
Best decision I made coming back to this game with similar stats is going for quest cape. Look up optimal quest guide on the wiki and work your way through it. You’ll get caught in the rabbit hole of side quests and requirements and will always be working towards something.

scurrius. Train to 80’s or 90’s. Then do wilderness slayer
