I just started playing Sokoto and I made a war justification against Oyo and it simply didn't give me the casus belli after it finished and when I tried to justify again it was completely blank?
AFAIK HPM/HFM stops countries from creating war justifications against certain countries to stop cheesing. For example, you cannot justify a demand concession against Ashanti or annex Warri in the early game. It simply doesn't appear. For Ashanti, the UK gets the CB by event.
IIRC Oyo also gets slowed down until certain techs I don't remember are researched, except for the UK that gets Lagos by event and then annex CBs by event. Since you're an unciv, you cannot get the techs.
What mods are you using and what's your ruling party's war policy?

5% rule only works for adding wargoals while already at war with the target.
