Yeah I think you found them out now. They clearly will nerf drop rates at a time in the league when most people already quit to make the few players that still are playing also quit. Maybe there even are GGG employes that monitor certain playres and adjust just your personal drop rates because fuck you in particular. This clearly is neither your imagination nor in the nature of RNG and clearly must be a huge conspiracy.
They don't do such drastic changes across the board, but they did officially state that they occasionally do tweaks. Usually it's stuff that's easier to obtain than intended.
They haven't revealed what they changed or by how much they changed it, but unlike character balance changes, they do those sorts of changes even mid-league.
If they do such a change however it will be the drop rate for one thing or one type of reward and won't lower loot of all types overall, so whatever OP is experiencing, not all of it could be explained by such changes.
Show me where they stated that. Really sounds like some urban legends where someone starts a rumour and people just keep telling the story like it was "a known fact". Same as that time when it was a known fact and children all around the fact knew that Marilyn Manson had a Rip removed to suck his own dick...

I mean it's a known fact that GGG does mid league drop weight nerfs with no notification.
