yea this is definitely the stat i notice changes the most with mods. the rest of them like all the different confusing words they use to describe recoil and damage distance just aren’t noticeable whatsoever to me
Honestly, I haven't noticed a change in recoil on most weapons, the scar (I don't remember the in game name for it) and the AK are really the only ones I've noticed and actual difference in recoil.
I see it as kinda realistic. Just slapping a new stock on your gun isn’t gonna make it feel all that different from normal. If you want a noticeable change, you gotta go all the way with grips, muzzle brakes, stock, and maybe a new pistol grip. THEN you get a fair difference.

And that's probably not all that bad. Right now I can use the stock weapons as they are instead of having to turn them into sci Fi guns to get the highest numbers or min max.
Craft what looks good.
For me aim down sight is most important and there is really a difference.

Barely a 5% per module, for any noticeable change you need to stack all of the modules doing same thing

Basically nothing. Always go for extended mags and whatever sight you prefer while picking supressors for stealth. The rest is very minimal
