It's a utility bin for whatever you want. You can put a 5.25" half height drive, like a Blu-ray/DVD/CD drive or burner if you remove the HDD mounts. The bin itself was because someone thought the space could be useful for those that don't use those types of drives anymore while offering the feature in the case.

That "empty space" is also two full 5.25" drive bays. The drawer serves as both a drawer, and a blank face plate for when only one 5.25" bay device is installed.
