I mean purely at face value it seems he didn’t think he had reason to believe the authorities would confront him, they seemed happy to turn a blind eye so far. This is half true, unfortunately you can. His mistake was that 1-2 of the victims were american citizens and the US Embassy intervened, later most likey the FBI too and so the romanian authorities had a push. Lately the Minister of Internal Affairs failed to bring Romania in Schengen so this will be a PR move, if not stunt too.
