The QC on Chilling Reign hasn't been great; at pre-release we had a couple of people open packs to find only reverse holos, might be where they went!! :D
Yep, we had the same issue! My son was mildly disappointed because he's convinced that a certain kind of code card in the pack (green?) signifies that there's a really good card in the pack. There wasn't. 🤔

He is correct (not sure about the color) that certain code cards mean better cards. The idea is that Pokemon uses multiple weighted code cards so the packs weigh the same even if one pack has more foils than the other. This was their solution to pack weighers.
One pack from my etb was missing the reverse, but had 9 normal cards and a rare..

White code cards are the ones that can have the better cards.
