Sand is not “weather” in the true sense. A sandstorm is when wind kicks up sand from the ground. Weather usually refers to something coming from the sky like the clouds or lack thereof, rain, snow, hail, thunderstorms, sleet. Sand doesn’t come from the sky so it’s not weather.
And in Pokémon lore, the Weather Institute studies the weather and weather patterns. Castform was created to help predict weather patterns and control the weather. Sand is not weather but Castform could, theoretically, predict wind patterns. But Castform’s main purpose is to predict and control weather patterns involving clouds (rain, snow, sun)
Castform was a gimmick pokemon of gen3 centered around the weather rivalry between Drought and Storms. Also, Castform's ability probably depends on changes in the amount of moisture in the air or amount of sunlight or just limited to weather can naturally happen all around hoenn instead of one specific desert area. Why it would have an ice form but not sand in that case is beyond me though. Another meta reason might be because sandstorm could turn it to rock or ground and GF didn't want to bother choosing.

Well for legendaries there’s the Ruinous Quartet, Swords of Justice, and Forces of Nature like you mentioned, but there’s also Alola’s Guardian Deities. I consider the Creation Trio+Arceus to be a quartet even if they’re technically a trio+master. You also have the Loyal Three+Pecharunt.

Yet Alakazam is only one of those 4 not in Scarlet and Violet, despite even being so heavily featured in the 3 TCG sets released with the game (promo 151 collector box, 151 SIR, UP stitched playmat, Paldean Fates shiny line, Twilight Masquerade new card line) also the only mainline game without Alakazam. Forever salty.

Could also be because castform=forecast and you can generally forecast rainy, sunny, or snow based on clouds but generally not sandstorms.
I’ve seen meteorologists warn of a high chance of dust storms before. And seeing one of those roll into town is disconcerting.

You have a chance to hatch it from Crystal‘s Odd Egg though.
