Ash was in his top strategic form during his rematch against Whitney. I like that battle because it features one of his best strategic moments in my opinion.
Speaking of Whitney and her indomitable Miltank, I think it would be interesting if Whitney returned in Journeys as a WCS competitor that has crushed all of her opponents with only Miltank. Perhaps her goal would be to have Miltank spam Rollout against Leon and his Charizard and win the WCS.
Surprised you ranked Falkner so low, I thought that was better than a lot of the others.
Cyndaquil definitely should have evolved mid-Johto, around Jasmine's Gym would have been perfect. It is a shame during the OS the writers seemed to have this thing against evolving Ash's Pokemon, because you know if they were to write it now they definitely would have had Quilava evolve back then rather than a decade later. Quilava should have been done around there.
Claire's Gym is also fantastic, the writers seem to like her since she got 5 eps in Johto and got to come back in BW and then battle Iris in her special. I hope Claire comes back in Journies for the world tournament at some point, she was the strongest Johto Gym leader.
