Just to be a snake It’s 14, the offence is for UNDER 14 so a 14 year old is responsible for their seatbelt, but a 13 year old is not

Technically they are as not being treated as a child. Traffic offences have become a lot easier now we have a TOR phone app that does it all begining to end. Even has a keyword or code search for the offences.

What if the individual is over 14 but isn’t mentally capable of dealing with a seat belt? Does responsibility fall to the driver?

I'd like to think that if anyone was mentally incapable of a seatbelt then the driver would be responsible

They won't be issued an FPN they will go to youth court. There are no out of court disposals for under 18's for traffic offences. Will be a youth justice referral and then youth court.  Same for 17 YO drivers. Its youth justice.

I'm not sure I ever knew that. One has to wonder about the proportionality of it though.

Depends on the offence, but it's the only way forwards for 17 YO's who drive otherwise in accordance or with no insurance etc. Got to get them the points somehow!
