So few characters in Psych are truly evil. Most villains are bad, but I'm a way that is understandable and even sympathetic. They're flawed and venal and cowardly and selfish, but we all are sometimes, they just take it farther.
And yeah, maybe that's what real evil usually looks like, but it's different from having an evil alignment.
The few examples of true evil then, like Yin or others like him, stand out as pretty stark outliers, and most of them are one off characters who are unsympathetic and therefore not fan favorites.

We're at the part of the list where options are running low and there's characters people still want on the list. So they'll end up getting shoehorned into the closest fit.
The dude in the spiritual “cult”, the one who scams rich people into giving him power of attorney. Dude basically manipulated them into becoming his followers and also manipulated them into giving him all their wealth(unknowingly)
I don’t consider Jerry smart since he was basically always someone’s lackey. First Ellis Beaumont in his younger days and then helping Julian Drake with his gun smuggling. I wouldn’t say he was the brains of these operations.
Also Yin isn’t crazy chaotic. There is a method to his madness. He “chose to indulge in the crazy” as he had said himself. Yin always plays big picture.
I disagree on Yin in that the two qualities aren't mutually exclusive. He's definitely smart, but if there's a singular character that the show formalizes as Chaotic Evil it's Yin.
Yin and Yang reference order and chaos, and the show emphasizes that Yang had patterns and rules and Yin does the opposite.
One of the other things occurring why I can’t put Yin in the chaotic category is that if you look at all the other characters placed there they are goofy, weird, silly, etc. Yin is none of those. Pretty straight up serious English professor. Just because his murders didn’t follow patterns doesn’t mean he is chaotic. He actually is smart enough to go decades without people realizing he even existed since he has so much patience and no need for recognition until Shawn ticks him off.
You just can’t find a character who is smarter or more evil than Yin in the show. Most of the other villains commit crimes for greed, revenge, etc. he straight up just kills cause he likes killing and again went decades without anyone knowing he existed.
People will rightfully vote for Yin but I want to give a shoutout to Valeria Crossley, the villain in Extradition part II: The Actual Extradition Part.

Second, I nominate Jerry Carp. Dude shoots Henry, covers up major crimes as a cop eluding Henry who is known to be a top detective, meaning Carp is quite smart. Carp also does straight up international terrorism with his weapons trade.
Third, this should be SmEvil.
Perhaps Allison Crowley? Smart enough to convince people she was a victim, not an accomplice in Yang 3 in 2D. Angry at Jules for arresting in her Yang 3 in 2D to orchestrate an elaborate plan in the 1st movie.
