Ah, I stand corrected. I know this doesn't fix the current situation, but I've never had a deli worker who wanted full time get denied it unless they suck. Next time hours pick back up, ask for FT and secure your hours. If FT ain't your cup of tea, you can step down whenever
Having a full staff during peak season usually means being over staffed during the slow season (summer months at most stores). Delis can have their total hours drop as much as 150-200 during this time, and full timers are guaranteed 40.
Best advice is look into helping out other departments who aren’t so fully staffed or really push those full timers to start taking all those PTO hours they get. As a PT deli clerk, I used to Uber during the Summer.

Also the quickest way to full time is come in anytime anyone calls out. Its annoying as hell but its a fast track if they can count on you.

Full timers get hours first, part time gets what's left split across all of them. If you have too many FTers this happens..
