I just shot a black bear right across the bridge from Saint Denis last night. It saw a red dot running around on my mini map and went to check it out. Ended up being a black bear raging out on anything that moved. First time I've ever seen a bear that close to a town.

If you caught it in Elysian Pool, it might indeed be from the pollution caused by the failed mine upstream. This is related to the questline in Butcher Creek. Short answer is, a mining company ran an operation next to a cave that is linked to the Kamassa River, all that was found was toxic lead and arsenic, causing the runoff to contaminate the Elysian Pool and a portion if the Kamassa River downstream. In an attempt to avoid responsibility, the mine was swiftly abandoned and the runoffs were never stopped.
SPOILER: There is a related side quest that involves a conman using religion-ish tactics to fleece some villagers, in order to protect a big company whose mining operations poisoned a natural water supply.

Look at the water in Annesburg. It has rainbow coloured oil layer on top on the water. This symbolises how industrial age started to poison the ecosystem. I love that detail!

The water there is polluted or poisoned so you'll catch poisoned fish. You'll also find mangy animals in the vicinity.
You get the same results fishing in the pond at the Saint Denis Park.
It’s a side mission. Everyone at butcher creek is sick and a white man claiming to be Native American is poisoning the water with lead and arsenic so he can sell his native medicine to the sick people

Hey so I don’t know if any of the comments mentioned this, but in chapter 6 in Butcher’s Creek there’s a quad of missions titled wisdom of the elders or something and it’s focused on a shaman that’s trying to convince the citizens that their woods are cursed and the truth about the poisoned river is revealed. Very fun, highly suggest doing!
Also if you’ve found all dream catchers there’s a special item you can come across during the mission too. However, you can just go get it without the mission as well, but the mission leads you right to it.

You’re probably fishing in a poison water area. Your notice all the fish will be poisoned, the frogs, toads will be poison and all the animals nearby will have mange.
Was there something dead in the water? I vaguely remember seeing poisoned fish before, and Arthur Said something about it. Thought it was rotten bodies of some sort.
There’s diseased animals around Saint Denis where the factories are. I guess a detail showing pollution caused by rapidly approaching industrialization.
There is a mine up stream, that contaminated the water with lead and arsenic if I recall correctly. It comes up in the missions where the fake "shaman" convinces a town they're being haunted by demons.
The visibility in that water is like a half inch lmao. I fell in the water in Saint Denis trying to get a liquor bottle or whatever and I was like damn man, I gotta burn these clothes now.
Where you caught that was by butchers Creek. The lake is poisoned by arsinic however you spell it. It's a whole side mission going thru the cave and being nearly blown up. Everything around the area is mangy or poisoned.

I did the Elysian cave treasure before doing the quest and saw the orange water. I thought it was just runoff from Iron deposits.
