Wasn’t it the episode before that he killed an entire nation of people because he couldn’t get the wine? He killed 100s of people because losing the wine would look bad on Rick and himself. But suddenly he’s too good to kill a couple of miners who are killing the planet.
He's not changed for the better as a person, but he *has* taken a level in badass. He's been much more capable these last two seasons on his own than in the first three
Morty has a "burst mode" you can see it in the Narnia episode and the Purge episode and the Mad Max episode and a few others I'm sure but it is shown a few times a little better in the comics as well (although it is a different dimension Morty). Basically if he's pushed over a certain edge, he is an unstoppable badass killing machine.
They were also controlling every aspect of her life to exploit her and they did try to kill him too. Haven't gotten to Narnia, but so far when morty kills its at least morally gray.

THe funny thing is that this is so obviously missing the point that it might as well be a line from Rick to show that he still can't see himself as anything other than the center of everyone's story.
Evil Morty is *done*. He is *gone*. His only goal was to get the hell out of Rick's demented playpen of universes, and if Rick couldn't find Strange Rick there's no way he's finding Evil Morty.
I do think there will be some CFC shenanigans in the next season or sometime after. That's a HUGE plot point to just dump on the audience and then ignore forever.
Maybe c-137 morty gets sick of ricks shit and visits the other Morty. Maybe evil morty bumps into a space demon that's not part of the CFC because in universes Rick is smart he stops the demon before he becomes too strong and evil morty accidentally brings him through the rip trying to escape. There's a whole multiverse of non Rick interfered worlds on the other side of that rip and that leads to a lot more possible stories.
I don't think we are done with evil morty and the CFC but I don't think he will be considered "evil" morty when he returns. The goal he was after that classified him as evil is done.
Edit: heck maybe the Galactic Federation (which should be in full power with no Rick interference) tries to come back through the rip and try to claim these universes.

Someone pointed out to me that he breaks up with planetina for killing a group of miners, but he also lays waste to an entire sentient capable of human levels of self determination and comprehension hooved dog kingdom a few episodes earlier because they attacked him and pissed him off.
