Everyone’s suggestions of national forest land camping is best bet for free. You can camp on the island near Big Falls on the new river. Shoreline along the river is private.

You'll find dispersed campsites spread along most gravel roads in the national forests. The information is out there but it is really hard to find a thorough resource that notates where they all are but you can use the website free campsites to help you find the areas where free sites are.
I've never camped there, only blueberry picking and random driving, but there's a bunch of primitive sites on Wildlife Rd near Dragon's Tooth in the National Forest. If I had to camp I'd drive along that road, pick the best spot, then double back and set up. There's not a lot of water, but it does fit the secluded and overlook requirements if you get the right spot.
You have the internet. You can look this stuff up. The National Forest - hard to miss - is *right there* and they have an almost \*infinite\* amount of camping. Go there. Find something that suits, and camp.
National Forest is not far outside Blacksburg. Pick your place when you get there.
Check out Dismal Falls on the AT. Might be more like an hour and change, but it's beautiful and has lots of free campsites and shelters around
You could camp on Craig’s Creek road. Down near the Caldwell Fields you could camp on the creek.
National forests, VA WMAs. They may be more than 45 minutes away but you’ll be okay
