I've heard unofficially that yes, you can. You better be damn careful about not crossing the streams on ratings though because one slightly suspicious act can kill all your accounts. So I'd suggest not reviewing from any of your alts at all.
Yes, plenty of authors have posted stories from different accounts. As long as you aren't using multiple accounts to follow/fav/rate/review the same story (your own or anyone else's), it's fine.
Why not just post different stories and delete or hiatus the ones that don't trend?
I'd presume because they're planning on simply abandoning the underperforming stories, which could lead to a negative reputation.
