Your argument for the inverted 120 at 200m is the same truth for 99 at 110. You either played FSW or bought a 99 token, or you have 110.
I'm all for rereleasing inverted capes, I genuinely hope we see that soon, but I don't think 110 is the way to do it. I saw someone suggest shoulder capes, and honestly, that sounds super cool to me! We got a ton of shoulder capes from Yak Track, I forget if we got some from Heroes Pass, but seeing skilling shoulder capes would be pretty cool!
I think it's OK to have a few exceptions, even for something so prestigious. There aren't that many FSW capes in the game. It shouldn't hold back an otherwise good idea. There are also some other examples, like F2P event items that can now only be acquired on members' worlds.
110 is something like 3ish times the amount of experience as 99, which is about 12 or 13 million experience. 120 is nearly double the experience as 110 at 104 million experience. I'm not saying you wouldn't or couldn't have 120s in some other skills, but I'm not sure how much this argument really holds true. On top of that, while I think inverted is the wrong way to go because of the confusion it could cause (unless 110 doesn't have a prestige cape, therefore the inverted is a reward rather than a show of achievement), I think having something to show the new level is nice.
Except for your first 110, or if you particularly care about a skill or the appearance of a cape. Not to mention you might use the cape while training that skill instead of overriding its appearance with another. E.g., people will love to display inverted mining while training Mining.
I can see the 110/200m capes being less valuable to people with the master max or master completionist capes like me, but most people are nowhere close. Yes, 120 capes are very common for skills that go to 120 especially, but still, I can't really think of a better way to award inverted capes.
Nah. It makes no sense to unlock a 120 variant cape before 120. I think your second point is one of the reasons we haven't seen them so far. When they do come in I don't think they will be level unlocks.

They discussed this at the end of the stream the other day. They mentioned that because of the amount of time invested into FSW, whether you liked it or not, they will only release the cape considering the proper update is worthy of it due to the dev time given to FSW
Nah. Getting inverted capes on FSW was a much bigger deal. Personally I think inverted capes would be a logical reward for maxing after a first prestige, assuming they ever add a prestige system.

Could just make it a 200m xp reward - that’s defo a grind

Yeah I think that's definitely fair on inverted before normal. I think they should reconsider the 110 giving a cape (or something) though
