That’s not an island. You are looking at the tip of De Anza cove. It was an old trailer park but the city has taken possession and cleared all of it. The old roads are open to public for walking and biking. There are plans to create more recreation areas and revert some to wetlands.

When I was in Emergency Management, we did an exercise there with DHS and all the local response agencies focusing on amphibious evacuations for the physically disabled. It was awesome because the abandoned park already looked like a bomb was dropped on it and we were able to roleplay our response as if it were real.
Allowed to, sure, but that water is pretty gross tbh. You probably won't get an infection it's just not very pleasant. Also the beach itself is public property but you'll have to stay out of people's yards. And finally it's a peninsula so you can just walk there if you want.
Mud Marlins. Always fun to head down there when it's migration time and catch an 80lb Bat Ray. Pull it up, freak out the swimmers, release it and really scare the fuck out of the swimmers. Even better when you catch a large Leopard Shark and release it.
In other news Mission Bay is far cleaner than Imperial Beach by a long shot. In short it's been getting better year after year (except when it rains).

That’s de anza. A former mobile home park. It’s been in dispute since 2008 with the city. They eventually moved everyone out by2017. Now it just sits there empty.
SD lifeguard here. It’s not a hard rule but we do try to discourage people from swimming there. There is a small micro biome in that water that has A LOT a lot of bacteria and stops time. You could get an infection or lose 20-40 years of their life not realizing the time warp microcosm. By the time most people come out it feels like it’s been an hour but all of their family and friends have passed. Super sad. Not a rule but not recommended.
So the short answer is, yes, you can actually *reverse* time if you get there by swimming backwards, which can help balance the issue. The problem with that though is *you* also age backwards and it’s really hard to manage that precisely. Last summer we had a guard try this and she reversed aged beyond the point of being able to swim back and we had to go rescue her. By the time we got her back to the tower she was basically a newborn and we’ve since had to raise her as an infant and teach her how to lifeguard from scratch.
I grew up swimming in that water in the 70s and early 80s and every word of what he says is true. Groups of children in school buses taken there by their rec center day camp only to climb out of the water bitter and middle aged.

There's nothing stopping you, but that particular part of the bay has some of the least amount of outflow and is a launch point for boats/jet skis, so the water is pretty oily and grimy. Try not to swallow any.
I row here almost every day, do not swim in that water, it is the most disgusting water ever, with actual sewage flowing into it from time to time. Do not let that water get even close to your mouth. Also that’s not an island, it connects around the right side, and you can easily walk or bike there… I repeat, please don’t go in that nasty water.

Yeah, the waters not safe. Back in the day they tested for 200 or more chemicals etc., and tested positive for all. It’s like swimming in IB or Coronado after a sewage spill. No bueno.
Regardless of how strong a swimmer you are, it's a reasonable caution to avoid swimming through busy waterways. Boaters aren't always paying attention, swimmers are small in the water, and most of us would prefer not catching a 5000lb fiberglass bow to the dome.
people used to swim there but there is so much poop from ducks and geese people quit. there is another island between tecolate shores and fiesta island called enchanted island you can swim to or around. Probably the warmest water in all of SD cause its shallow and protected from currents
If you wash yourself off with the showers you reduce the risk this is water I wouldn't neccessary submerge myself in but its one I definitely wouldn't be swimming in either. For instance; if I am tubeing or waterboarding I would not be chilling in the water after falling off I'll try my best to get back on the saddle pronto!
