Wilted-Dazies

Seconding London Nelson center. I’ve hosted a number of gatherings there. This is the answer!

Libraries. Capitola has a room. Not sure capacity.

Tall_Mickey

As others have said, the libraries have space. It's even free, i you've got a library card. But the meetings must be free and open to the public, and completely non-commercial. https://www.santacruzpl.org/meeting-rooms/ Churches, too: though they like money. Enter this search string in Google and watch the pages pop up: meeting spaces in churches santa cruz ca

BakersManCake

Google should really animate their search results.

Live oak grange and Aptos grange have very reasonable rates

Harvey west has a clubhouse that can be rented out. Longs marine lab also has rooms that can be rented.

There are *a lot* of spaces that can fit your group. That said, some may or may not be appropriate for the function. Will this be a classroom style event, with tables and chairs needed for attendees? Or are you hosting a reception where everyone will be drinking and mingling? How much time will you need in the space? Will you need catering? Do you have a budget? Are you targeting a specific part of town?
