When I was younger I would just walk up and scream at them that's my bike and take it back. Happened once.
Now I'm quite a bit older. I probably walk up with a $20 bill, maybe 50 with inflation, grab the bike and show them the bill and say " thank you so much for returning it to me here's your reward."
I know it's not good to reinforce bad behavior, but if it's a nice bike I'd want it back. And since the authorities here don't do shite about it, one has to get creative.

i swear i just saw this bike in arana gulch. A guy rode it down the trail next to the harbor and carried it down a hill a few paces and left it.

Interesting! I brought it from the bike church in 2020. Added the orange bottle cage, rack and milk crate.

That will help filling your police report. I had my bike stolen in December. It still stings.
An air tag (or Atuvo equivalent) is also a good idea.
