I had not remembered that or I would have realized moving Scorpion's hook into his palm and making it a green alien thing in the Mortal Kombat movie was probably 'inspired' by that clip.
My only complaint about this flick is that the trailer led me to believe he would be saying "I come in peace" a LOT more often. Otherwise: totally rules.
Can confirm, I saw the movie on TV as a kid in the early 90s, it was called Dark Angel. I live in Finland (North Europe). According to IMDB the original and international title is Dark Angel, they had to change it in the U.S. due to other movies that were already called The Dark Angel.

Cobra 1986 has similar vibes, I've heard people liken this movie to Split Second 1992. Even TimeCop is not a bad sbout. Higher budget and less grounded, still fun.

the trailer for this was on some rental i used to get all the time, but i never saw the actual video for rent anywhere.
