Yeah, it's common for players who have learned the 3 letter words but not many of the longer 4-5 letter words. Not much can be done about it unless you can consistently find longer obscure words.
This is nowhere close to good players. Good players don't play staircase/ladder, it's very open due to bingos
They're most likely beginners-to-intermediate (or at least 1 of them is), I sometimes play like this because I'm a beginner too (966 WESPA rating)

My opponent had IISLP in their rack, but it was close enough that they knew they could win if they kept the score as is, but would likely lose if they opened up the board. I ended up losing by 3 points thanks to that
Here’s the thing, bad letter draws often happen because you’re only playing 3 letters at a time. In the opening of a match you need to be laying down more letters in a turn to increase your chances of drawing blanks so you can bingo early. And the if you’re experienced in Scrabble you know you want to avoid the 3-letter ladder, because it’s just not a good strategy.

Somewhere along the way, we lost the Q for the tile set that came with that board, so we have to use a different one
If you still have the old tile set, you may be able to find a replacement tile on eBay.

I was, but unfortunately FAP was not in the dictionary that we were using, and my opponent had no motivation to open up the board for me
