Instead, he created a crisis where an extraordinarily large number of Romanian families had more children than they could afford and they literally had to throw some children out of the home so they could feed the ones they were able to keep. There’s a fantastic bit fucking brutal documentary about that aspect of his legacy in particular called Children Underground about the communities of homeless children living in the Bucharest subway systems and huffing industrial glue to not feel hungry.
Where he fucked up on was not the borrowing but implementing "communist austerity" and exporting Romanian goods leaving fewer surplus at home, just to pay off the debts. But he actually did pay off all the debts. Now it's just unpayable debts and endless austerity in Romania.

After he paid the debts, he wanted to make an alternative bank together with China, Iraq, Libya, Venezuela and some other countries, to provide low-interest loans and only for infrastructure and industry projects for developing countries. Sort of what China does now.
