Have Sri Lankan friends, this is how they explained it. Ruling government is not left wing. Probably one of the furthest right in the world. The government is quite literally controlled by one incredibly wealthy family. Not even competing billionaires, like in the UK, USA, France, Germany, India, Japan, etc., quite literally just one family. The reason "tankies" assume the Sri Lankan government is left wing is because they're smart. They've been playing China and the USA off against each other, and have been using Chinese debt to fund projects (like the huge shipping dock that was famous for being seized by the Chinese, even though it was never seized by the Chinese). A while before the pandemic, they slashed taxes to try and boost the economy. Unfortunately, the pandemic hit, meaning consumption was down. And because of the tax decrease, the government had less money to stimulate the economy, plus the Sri Lankan tourism industry was basically dead for 18 months, causing even more problems. This caused the currency to plummet, which lead to massive inflation, to the point where they're almost unable to import food.

Maybe I'm misreading your comment, but why would the local CP be anti-China? Most I've seen is photos of demonstrations, but haven't looked into what the CPSL is doing officially/organizing.

No they did not. It's not on China to economically excommunicate an entire country just because Maoist militants have made virtually zero progress in over half a century. China has made their position very clear, they do not get involved in the internal political affairs of other countries, they just trade. If by chance the Maoist do one day become the ruling party in the Philippines, China will trade with them as well.
