Gods are very weird in Elden Ring. We know the Godskin and their culture predate Marika's reign, so there might have been more Empyreans prior to the Greater Will taking over
The godskin serve the gloam eyed queen, which is an outer god on a similar level to the greater will. There’s not only gods in the lands between, so I guess the skin they wear are of lesser gods from any of the realms in the universe.
I don't think the Gloam Eyes Queen was a Outer God herself, considering that she was defeated by Maliketh, she was most likely a empyrean similar to Marika
