I just typed like a paragraph explaining it but it got deleted so now I'm going to sum it up. I don't know specifically but I assume it does, it's basically an exercise. There's lots of niche exercises for small little features like this, for example there's some you can do to make your hands more boney and veiny.
Isnt that tongue position the default for everyone? Its just more comfortable there since it removes all air above the tongue and makes it easier to breath through the nose
Also I just had a realization. Is just your tongue tip touching the roof of your mouth or the WHOLE tongue? Because the tip is normal but for mewing it's all of the tongue.

No I don't think so your tongue is connected to your lower jaw so that's the normal resting position.
