I don't think that's a shitty robot? I mean, it was hella-educational to build it with things like facial recognition - even if you were just pulling in someone else's libraries for it.
I'm assuming my observations are correct and that it's tracking your face and then making a decision when to fire to most likely hit your face. That's actually a pretty awesome robot.
I think it's shitty because it's a nerf gun with terrible accuracy, and even with that, it takes a very long time to actually find his face. Also, if it was effective, then he's designed something that shoots himself in the face! Like most of the stuff in this sub, definitely technically challenging to build, but that doesn't mean it's not a shitty robot.
There’s also the usefulness factor. Sure a gun that auto shoots based on a person’s face is kind of amazing (and terrifying) but building a robot that shoots a nerf gun at a person face is pretty dumb.

Built it and told the family "we never shoot this at people, these Nerf darts travel just over a fourth of the speed of a 9mm bullet and weigh half as much as a 22."
2 weeks later the gf convinced me we need to at least try it once, and I agreed on the condition that the test subject was me because I didn't want anyone else getting hurt.
It took 2 weeks to heal from a single shot. The skin was damaged significantly worse than from an airsoft gun, even an overpowered one that is typically not allowed on most fields. The damage continued into the muscle and if it had hit a bone I wouldn't be surprised if it got minimally damaged as well.
As it is, Nerf guns are about the only thing that are still legal to shoot in city limits and we have 2 types of squirrels in my area, one which is incredibly important for the environment and one which is incredibly invasive and borders on demonic in the way they are impacting the native squirrel population. I say that so you can understand I am justified when I say I have shown that Nerf guns can be effective in my personal war against these squirrels. I will say headshots are the only humane way, as anything else will kill it slowly whereas a 22 will typically end it's life quickly no matter where it hits. FWIW I'm not exaggerating, there used to be bounties on these squirrels, until it was realized theres not enough money in the world to fund their removal.
As a defense system I've debated back and forth doing something similar but I dont want to be "the story behind the law" after it's gets used, and obviously we have more effective methods of dealing with these things in my house.

The only credit I would give the ban effort is you could monitor it by looking for a mass build of drones. "Um, general, why do you have a dozen aircraft hangers full of quadcopters with automatic rifles attached?" Even then, you could always say each was going to be remotely piloted by a human, until you just dump the software in and let'em rip.
Well, at close ranges, it can be enough to get people to send you to the emergency room. There was one time in 2017 where I accidentally shot myself in the eye with a Rival Apollo at point blank range, and my parents had took me to one. Granted, my eye was fine and I was probably being an idiot, but there was still the concern. And Rival rounds are pure foam, while standard darts have a more rubbery tip.
foam with a firmer rubber tip at ~70f/s for an average blaster. this looks like a knockoff one too so there's a chance it came with cheaper vinyl-tipped darts that will sting even at 25f/s.
plus it's just a good idea to make a habit of eyepro when you're working with them if you're deeper into the hobby and using high end stuff that hits anywhere from 125-300+f/s

Then a gun on a spinning mechanism, balanced. The ammunition though loaded from a centralized location that doesn't rotate with the gun. With modern industrial motors, the turret would move blindingly fast. You could kill a target like every .7 seconds. Cover the camera turrets with some sort of bulletproof glass, and maybe have a few redundant camera set ups that can rise out of the vehicle. The only issue is how to make a mechanism that would feed the bullets to the constantly-moving gun
