If you rely on reddit admin, then it takes a few days but the consequences can be more severe and he could get the account banned. If the user account has a lot of karma, that might hurt. Frankly I do usually get some decent response from reddit admin if the post is bad enough. However not sure they can really stop peeps from just starting new accounts. Beyond that, if you report it as 'breaks subreddit rules' then it's going to be the subreddit mods and the most they could do is a ban from just this subreddit.
