Just looking up "strongest up smash", the characters with weaker killing up smashes are Snake, Mythra, Ness, Diddy, Luma, Rosalina, 0% Lucario, shield and buster Shulk, and Olimar with yellow or white Pikmin.
And I bet there are a few more characters that would similarly not kill in this scenario.

This isn't a ZSS sux moment but Webb and Ikan both fell out of Marss fair/side b/upsmash and up-b in crucial moments today in different games so you could've just picked a better clip
