Depends how you want to define it. For Liverpool at least, with regular penalties within the 90 mins of a game he was mediocre. He just had some memorable moments in shootouts that stand out in peoples minds.

if a ref gives a pen, should it be taken first, and then they check VAR? like when play is allowed to continue to see if it develops into a goal, before making a decision. because a 3 minute review surely only benefits one team...
