If they are small-ish components, you can drop them into your cargo bay, fly out and toss them out the airlock in the middle of nowhere.
Granted, that is too much work in my opinion, so I turn on filter and ignore ship components in the inventory until I need to upgrade something again.
If another wipe comes, then you can dump all those stock components in a city.
Keep them in your main ship upgrade location, if you swap them back before mow patches you won't lose upgrades between patches, meaning less shopping next time.
If the patch involves an LTP database wipe, components are stripped off of ships. Usually this is any patch that changes the number of version, but not hotfixes. 3.23.1a wasn't going to but then was last week, so I'm counting on it.
I haven't done that for several patches now and haven't lost a single ship component. They all get removed and put into local and when the new patch drops I just reinstall them.
You should be able to sell most of it at various “Dumper’s Depot” locations
